Racist Cop Alert: Robert Pawlowski, PPD

In our new segment:  Racist Cop Alert, we would like to introduce you to Corporal Robert Pawlowski.  This isn’t his first time at the rodeo.  He has done it again.  This time, with fine, upstanding Officers who had the intestinal fortitude to do the right thing and turn in this ignorant moron.  And the last statement isn’t based simply on his ogre looks.

Corporal Pawlowski, who is the half-brother of a hero who was killed in action, Officer John Pawlowski on February 13, 2009.  Officer Shot In Olney  Or, more precisely defined as the half-wit, half-ton, half-brother of the hero cop.

Corporal Pawlowski, as had been previously known to cops who worked with him in his previous assignments, was presented with disciplinary action for referring to black officers as “Niggers”.  He made numerous racist and offense remarks to other officers at the FOP lounge in Northeast Philadelphia.

Corporal Pawlowski, who was not drunk at the time, according to the numerous witnesses, repeatedly told several other hero officers, (they’re heroes because they had the temerity to report the racist offensive behavior); “you can’t trust them”, referring to Blacks in general, and Officer Charles Manson (not kidding, real cop, real name) in particular, who is partners with one of the Officers Pawlowski was aiming his ignorant rhetoric.

Corporal Pawlowski went further, calling the Commanding Officer of the 18th District, who is also African-American, a “banana eating monkey”.  Nice.

The saddest part of this story is that he was going from group to group of officers, some of whom he instructed when he was an Instructor in Police Academy.  These cops had a serious ethical dilemma.  And fortunately, to their credit, they made the right choice.

The hero cops in this incident was Officer Raymond Finizio, Officer Christopher Swinarski and Officer Charles Manson.  Hopefully, these Whistleblowers’ won’t suffer the retaliation and retribution that is so common.

Even when asked by this bigoted Baby Huey, “why are you over there with them”, these cops stood their ground.  You can be assured, this blog will be sent to every defense attorney and civil rights attorney in the tri-state area, should this idiot is ever involved in a shooting, or has to testify.

It is only hoped, the intelligent people in the Philadelphia Police Department, has the intelligence, to drop-kick his racist butt, out of the Criminal Intelligence Unit, at the least, and terminated at the most.  If a cop can be charged criminally, for arguing off-duty at a steak shop, (and this author believe he should not have); Cop Fired For Hurling Racist Slurs  this guy should be FIRED.

It will also be pretty interesting to see how the Fraternal Order of Police Lodge 5 handles this matter.  Since he’s very much involved with the FOP.

I bet if he saw the 18th District Captain, face to face, his only response would be “Hi Boss, you need anything”?

Skip to my Lieu-tenant Josey

Lieutenant Jonathan Josey will not be promoted to the rank of Captain.  At least for the time being.  The FOP will file a grievance and he will probably get promoted.

But not so fast.  We know the Fraternal Order of Police Lodge 5 is being sued by several of their members for allegedly not representing them as diligently as they feel they should be represented.

Former Police Sergeant Tyrone Cook is suing the FOP and his trial is scheduled to begin in City Hall in May 2016.  He is suing the FOP and their attorney, Mark Gelman for under-representing Tyrone Cook in his arbitration to get his job back.

Cook was terminated in 2010 for being late in 2002.  No, it’s not a typo.  Cook was terminated in 2010 for being late in 2002.  The City alleges Cook was late on numerous occasions, but he never received a warning notice, no one ever say “hey, you better come to work on time”, nothing.  Tyrone Cook never used a sick day in his twenty-seven years of service to the City of Philadelphia.

Allegedly, he was followed by Internal Affairs for a couple of days and they discovered that he was late.  It was also alleged that he paid himself 2 hours for overtime that he wasn’t entitled to receive on numerous occasions.

That 2 hours here and there sounds a far lesser sum than the thousands that was paid to Detective Kenneth Rossiter.  Rossiter Fired for Stealing Overtime    The amazing part of this story is that the FOP defended him vehemently with FOP President John McNesby asserting “He’s a good guy and a good detective,” “He’ll work a case around the clock. He’s the aggressive kind of investigator you need to have out there.”  Yeah okay.

Maybe if he left his neighbor alone, that anonymous letter would never have went to Internal Affairs in the first place.  The days of punching in at court and doing what you please and punching out at the end of the day is over, according to a retired veteran homicide detective.  Rossiter didn’t get the memo, but it didn’t matter because the FOP bought in former Police Chief Inspector William Colarulo and a few retired and at least one present homicide detectives to attest that sometimes detectives worked from home.

It’s ludicrous on the face of it.  Since when was that practice ever sanctioned.  And yeah, we know if people do it, it becomes a practice or culture, but it was never sanctioned.  Rossiter got caught.  He went to arbitration and the FOP fought hard for him.

Former Police Commissioner Charles Ramsey was in a losing position.  But at least he did the right thing by firing Rossiter for the infraction.  But he won his job back.  Good for him.

Bad for Tyrone Cook.  The FOP did not present one witness for him.  They did not contest the statute of limitations.  They did not appeal.

And Tyrone Cook isn’t alone at the losing arbitration table.  Seems there’s a pattern if you know what I mean.  But the lawyers will get to the bottom of it.

This is the same pattern with people being skipped for promotion.  We have some people skipped for promotion, who wait years for an arbitration, and others get arbitration dates at whip-neck speed.  We’ll see where the woman-slapper falls.

He did get a fund-raiser.  He did only receive one small charge of simple assault, even though Aida Guzman was arrested and charged with crimes she didn’t commit.  He does still show up on the news adding insult to injury.  He does post idiotic posts on Facebook suggesting he should apply to be the Police Chief in Ferguson.

Maybe he should be the Police Chief in Ferguson.  There’s a department that’s been known to “slap” their citizens around.  Sounds like a good fit.

 

Ex-Cop Files Lawsuit Against Philly PD

Ex-Philadelphia Police Officer, Kevin Booker has retained the services of prominent Civil Rights Attorney, David Rudovsky.  Booker will be filing a lawsuit against the Philadelphia Police Department and the officers involved who were later identified as Police Officer Dempsey #1577 and Police Officer Schmidt #9465 of the 35th Police District located at Broad and Champlost Street in the city’s Logan section.

Booker was the victim of poor policing and he says he was struck in the back of the head by Officer Dempsey after the two officers forced their way into his Logan home.  The incident occurred after a pizza deliveryman called the Police because he was met curbside by two men who ordered cheesesteaks and a pizza.  The men paid the Sorrento’s Pizza delivery driver with two counterfeit $10.00 bills.  Ex-Cop Beaten & Cuffed in his home

Booker steadfastly denied ordering food.  Without warrant or investigation, the officers then forcibly entered Booker’s home, placed him in handcuffs and according to Booker, Dempsey punched him in the back of his head.  Officer Schmidt was going through his refrigerator and trash, looking for the fruits of the crime.  Ironic, because these two probably never heard of that term, or they wouldn’t been engaging in this behavior.

In the event they found a refrigerator full of phony ten dollar bills, their tainted evidence would have been suppressed.  And their assault of him inside his home would have also been problematic.

This isn’t the first time cops assaulted a citizen and then lied about it and arrested citizens who showed no resistance against the officer.  The Philadelphia Police Department was catapulted into the global spotlight with Lt. Jonathan Josey punched a woman, Aida Guzman, while standing with an American flag at a parade. Guzman was later arrested and charged.  The entire incident was captured on video. The charges against Guzman were dropped and Josey was arrested and later acquitted.  Josey Falsely Charge and Punch Woman   The District Attorney’s Office charged Josey with a singular simple assault charge, he never faced charges for the filing of a false police report and false arrest.

There is also the case of Officers Sean McKnight and Kevin Robinson who brutally beat Najee Rivera, 23, in May 2013.  Rivera was arrested and charged with many charges including assault on police.

Rivera’s girlfriend, Dina Scannapieco, dutifully canvassed the neighborhood for surveillance footage, something the investigating detectives failed to accomplish.  A nearby business captured the entire incident on film, which revealed the officers beat Rivera and there was never a threat.  In their reports they alleged Rivera tried to take their batons.

The officers were arrested and charged.  Philadelphia District Attorney Seth Williams appeared on ABC’s World News Tonight vowing not to accept this kind of police brutality against the citizens of Philadelphia.

Rivera settled a lawsuit against the Philadelphia Police Department and City of Philadelphia for $200,000.  Philly Cops Arrested For Brutal Beating

The District Attorney must be as diligent in the investigation of the allegations by retired Philadelphia Police Officer Kevin Booker.  The trust of the public is essential in maintaining a safe city.
